ci: install libasan+libubsan in the ASan lane (kt0)
The asan lane used -Db_sanitize=address,undefined but never installed the
sanitizer runtime libs, so it could not link. kt0 (leak check after M1) ran
clean locally after installing them: full unit+integration suite under ASan,
zero leaks / zero UBSan issues.
