plans: add Immich 3.x upgrade runbook (plan only)
Written upgrade runbook for moving the f3s Immich install from v2.7.5 to
3.x. Documents current state, mandatory ZFS-snapshot + pg_dumpall
backups, the pgvecto.rs -> VectorChord migration required before 3.x,
step-by-step two-stage procedure, verification, and rollback. No live
changes were made.
